Data.bin extractor?

Hello Absolute Zero!

First of all a want to thank you for your great work on Phantasia! It's one of my favourite games and it's great to play it in English which I understand better than Japanese (I don't speak Japanese at all :D ) )))

Here is my question:
In different "Tales of..." for PSX Namco stores useful information in files like Data.bin, Movie.bin etc. As far as I know Data.bin it's a kind of archive which keeps text and possibly graphics.
I've opened Data.bin (not original but one patched with your translation) with Translhextion using Thingy table and found some text like this:

{03} {03}How can we reach Alvanista{31}{00}{05}{00}{00} {03} {03}First, we need to head to Vene{6A}ia{20}{00}{05}{00}{00} {03} {03}Vene{6A}ia{31}{00}{05}{00}{00} {03} {03}Right{20} We'll take a ship from there to Alvanista{20}

since table is not fully created some symbols are not readable. I think it is not very good way to create a translation using only Hex editor. Also I want to extract some graphics from the game. I already said that data.bin is possibly an archive as I also have a Japanese Phantasia for PSP. UmdGen shows that data of PSP Phantasia stores in hundreds of files while PSX disc keeps only ~10 files. So I need an extractor for Namco *.bin files. Since you guys already created your translation can you tell me: is there any kind of program to extract files from Data.bin?
I've searched many forums on this subject but did not found any useful information. Please guys help me, I know you can )))

There's no public extractor that I'm aware of. All the utilities for translating ToP are custom made (I created them, after all).

Well then, I suppose you don't want to share it with someone else... that's very bad.
Because currently I'm working on translation of Destiny and Phantasia to Russian (I'm using official English script of Destiny and planning to use your translation of Phantasia since I don't know Japanese).
But I have no soft to insert translation into game.

We have specifically requested that people not use the translation as a base to translate into another language.

Using intermediate languages for translations is indeed not recommended - especially if you're not even remotely familiar with the original source language, or haven't been heavily involved in the initial translations/editing process. The latter is really important, especially if the source text isn't full of comments 'n' notes about stuff and/or the original translator isn't available 24/7 for answering any and all inquiries about stuff.

Well I can use another English script if you want to. It does not really matter which one. The problem is not the translation itself but to put it inside a game files.

I could if I were to update the four main tools and convert all the files to use a much more updated version of my translation workframe, but, honestly, you probably won't see that happening for a long while (i.e. newer projects=higher priority). More importantly, like TH already said, we wouldn't distribute the English script anyway so you'd have to work on the Japanese one.

Unfortunately I don't know Japanese :(
Gamefaqs among other hosts different script translations to English. I can use this texts to create something "average" of them. Truly, translation - it's a way to say something using different language, it's not always word-to-word rendering of the phrase it rather a "transfer" to another language based on a sense of the phrase. So different translations could be helpful in this case.
Anyway, I would be very much obliged to you if will help somehow.
Sorry for trouble you, guys

You could always ask somebody how knows Japanese to translate it for you while you do all the hacking part.
